Progress bar won’t start when trying to transfer game to a hard drive

I have tried restarting but the progress bar still does not move and I tried copying data and that seems to work fine but I want move it entirely so it’s not on my internal

Have you tried to reset your console?

Please, follow these steps:

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Select Reset and keep my games & apps.

Have you tried to format the external hard drive?

If possible try waiting until the progress bar ends
If the progress bar never ends, could be an issue with the hard drive

Unfortunately that's a side-effect of installing updates this way that you can't get around without using Modio and a hard drive transfer cable. Barring that, try to do maintenance on your hard drive in any fashion you can, and try downloading the update
directly to the hard drive when you have an opportunity to see if you can get it on the hard drive directly.
