Saved games are automatically stored in the cloud while you're connected to Xbox Live. You don't have to select cloud storage. If you sign in to a different Xbox One console, your saves are available from that console when you sign in with your Xbox profile.

Unfortunately, it's not possible to directly upload Xbox 360 game saves from a USB drive to the Xbox Live cloud using only a PC.

The Xbox 360 cloud storage system requires a direct connection from the console to Xbox Live to sync files. This means that only the console can upload or download games from the cloud, not a PC.
