Problem with the Voice Chat in my account Guest

If you sign out of your account that has Xbox live you will lose xbox live features.

Using you main account and setting the Xbox as your HOME xbox will let guest share those features.

if that doesnt work check you party chat option and setting while in the guest accout before opening fortinite.

If your Xbox account has Xbox Live gold, you can add a Guest account on your xbox that guest will share your live membership features while logged in to your xbox that includes voice chatting.
