Problem with codes and xbox live service locations

So that means if I want to redeem a code I would have to pay for a vacation to a country which has xbox live services

Your console would have to physically be in a region where the game is available and you would have to migrate your account region to that location.

Unfortunately there is no way around that. Those codes are region locked. In order to download a region locked game, your account location has to match your physical location and you have to be in a region where the game is available. Since Romania is
not supported, the game would not have been released there so it would not be possible to redeem it.

I'd just throw out that here in Manitoba Canada I'm located almost dead center between the east and west coasts and I'm having issues, so this problem isn't limited to people on the "Eastern US Coast."

Hi! I think the best option is to contact support to get the codes refunded, as changing store to a location someone's not living in goes against terms of service and can also cause issues with games and services.
