Problem with Bo3 dlc packs?

Me and my friend are having the game problems on my XBOX SERIES and his XBOX SERIES X. For me I load up BO3 and press A but I get a ABC error code and can’t connect to online servers, but I just tried to play it on a Xbox one and it worked perfectly fine, I’ve tried uninstalling and reinstalling, restarting my Xbox, downloading BO3 without any DLC packs, nothing works but I try first try on the Xbox one and it works perfectly.

http://commerce.microsoft.com/ , it said that the Dlc that i buyed was been refused , but i still want to know why my xbox download the dlc if the download was been refused

support.xbox.com/contact-us and speak to billing. Altjough you may want to double check your account information at
http://commerce.microsoft.com too to make sure all of your information is correct.

My account is from brazil , and my physical location is the same ; I think that what hapaned was a glitch , because i tried to buy Bo2 season pass and hapaned again the same , and now my credit card was been blocked , if you can contact a xlive Admin ,
please report this glitch and say that i want a refund or thr dlc that i buyed , and not reiceved (If you need any screen shots i have one from me downloading the bo2 season pass and failing)
