In this case, I highly suggest you reach out to Microsoft Xbox Support as they have the tools and resources to properly create a service repair order for you on your behalf. Here's how to contact them:

Chat Support:

> Visit the Xbox Support website: https://support.xbox.com/en-US/contact-us/
> Click on the "Contact Us" button in the right of the screen.
> Select the issue you need help with and click on the "Next" option.
> Sign in to your Microsoft account.
> Follow the prompts to connect to a live chat agent.

For Callback Support:

> Select Xbox One
> Select See more options then subscription changes
> Select Show Contact options
> Select Request a call from support

Once they call explain the issue and they will be able to help you. Note that these options regularly change so just keep selecting something that gives a request for a call from support as a contact option.

I just want to confirm, may I know what happens after performing the steps above? May I have the exact error message/codes upon trying to contact Xbox Support?

Kindly try to use different devices, browsers, or network connections upon contacting Xbox Support for us to isolate the issue.

Also, disable any VPN or proxy servers upon contacting them.

There are only 2 ways to create a repair order and that is by following the instructions using this link:

https://support.xbox.com/en-US/help/hardware-network/warranty-service/getting-your-product-serviced

Or by contacting Xbox Support to have them create the repair order for you.

Other than that, unfortunately, there are no other solutions to create a repair order. It would be best to exhaust all the possible workarounds in order to contact Xbox Support.

My apologies but contacting the Xbox Support is the last resort to make sure you can create a service order. If you're unable to contact them, try to reach out to them and choose different options until it gives a request for a call from support as a contact option.

Use these options instead for callback support:

> Select Xbox One.
> Select See more options then subscription changes.
> Select Show Contact options.
> Select Request a call from support.
