It's not normal for your settings to constantly revert back unless there is someone managing it. If your account is added as a member, the organizer account can and needs to manage it for you to permanently change it.

Make sure to check and validate if there is an organizer account linked to yours as the owner may be managing it for you. To validate, sign in to https://account.microsoft.com/family.

Sadly no.

But reading through certain pages and stuff around the site, It may be because that my country isn't supported.

My country is set to Philippines.

So the only 2 options for me to do now is to:

A. Get an achievement

B. Wait for my country to be supported.

I live in the philippines and I really want to buy XBLA games especially minecraft and Trials Evolution.

So I cannot register my card for a US account.

There will be some content that can't be supported in your region, it's true, but this doesn't sound like it would fall under that category. I want you to try a couple things for me. The first is going into Settings -> System -> Storage then press Y and
clear the cache. Restart the console and then see if your settings will stay. The other thing to try is to make another free account, and see if that one has the same settings issues as your current ones.
