    The error doesnt have an error code or something to know what is really happening.

    I got the exact same problem, im trying to change my Xbox One/ Win 10 online security, to enable game streaming etc, everytime i click enable, it resets back to disabled, without giving any error code. I have changed settings accordingly on my Xbox App,
    Xbox One and PC.

    Get in https://www.xbox.com/

    Then click on your account photo

    Then click on the 3 points (...)

    Select Xbox Settings, and then on the left side click Privacy and online security;

    Next click: Xbox One/Windows 10 Online Security
