Privacy and Online Safety won't show up on other account.

Hi all,

When I go onto my account and try to get into the "Privacy & Online Safety" section, everything loads fine. I can change my account to a child, teen, adult or custom, but when my younger brother tries to do it, the Xbox One won't allow him, saying that
"There's a temporary problem with the service. Please Try again later." I had customized it so that he cannot just download anything and everything under the sun and eat up my memory. However he really wants to buy a game and has all the money added to
the account however it won't let him, and I can't change his settings to an adult account or anything else.

I tried a restart (holding the xbox button for 5-8 seconds) and that didn't seem to work, so now I'm kind of at a road block and google searches aren't really helping me right now. Any idea on how to fix this? Just to note, we do use the same xbox and
same internet connection, so it is even more bizarre that it works for me and 30 seconds later won't work for him.

I appreciate any help in fixing this!

• First, you have to go to the My Account page
• You need to sing in to your Xbox LIVE account clicking Sing In at the upper-right corner of the page.
• Go to Settings and Preferences and select Privacy and Online Settings.
• Now change the settings.

How to change your child’s safety and privacy settings

Steps to follow:

• First, you have to go to the My Account page
• You need to sing in to your Xbox LIVE account clicking Sing In at the upper-right corner of the page.
• Proceed to Settings and Privacy and press Child.
  
  Note: You’ll be asked for the parental Microsoft account in order to make changes to the child account’s safety settings.
  
• Now change the settings.

 

I have the same thing happening with my xbox one and no one can give me an answer or solution. I haven't changed anything in my settings.
