Microsoft does not set those prices. The regional restrictions, pricing, and all that jazz is handled by the publisher that decides to put the content on Xbox LIVE. The Xbox LIVE marketplace isn't a retail store, it doesn't have price matching
policies in place. If you see something for cheaper in a retail store, by all means get it in that retail store. The way things work on most online marketplaces like Xbox LIVE, PSN, etc. is they let the publishers set those prices.

Which is why you see games like Modern Warfare 3 still listed at $60 on the marketplace when it was released almost 2 years ago.
