Pre-orders aren't eligible for rewards, but are apart of MyMissions???

Pre-orders are not eligible for MyVIP, which is why there is an offer created to cover those purchases. Since pre-orders are not eligible for MyVIP, you can still participate in the Games on Demand offer to have those purchases awarded. Most purchases are
eligible for Rewards in some form or another. Keep in mind that the only way to receive Credits is either by completing the offers located on the MyMissions page, or by purchasing MyVIP eligible products. Offers will take precedence over MyVIP payback. For
example, a purchase of For Honor this month for March's Warrior Rewards offer will only award Credits from the offer, not for the offer
and MyVIP.

Yes the only time a game purchase counts toward MyVip is when it is released (unless explicitly stated otherwise). The answer is "because that is how the program is set-up" and is in the terms & conditions. You will not receive a satisfactory response.

However, it's worth noting that the 15,000 reward for the Games on Demand Punchcard offers more rewards per title than stars 1-4 of MyVip. The only people who "lose out" are people who have 5 stars and are gold getting 10% back, other than that you get more
when you pre-order through the promotion.

Pre-orders are not eligible for MyVIP. You received Credits for your purchase of Gears of War 4 due to a special offer we ran in September. That offer was unique in that it also rewarded purchases made previously to the offers release. Normally, pre-orders
are not eligible for MyVIP, and are only Rewarded via special offers, located on the MyMissions page.

You can earn Xbox Live Rewards Credit in two ways:

1. By finishing the offers located on the MyMissions page at
https://rewards.xbox.com/mymissions/ .

-or-

2. For non-offer purchases, you can earn Credits by earning a one star MyVIP level through purchasing at least $300 USD or regional equivalent of eligible content. After you receive your first star you will begin to earn a percentage of your eligible purchases
back as payback Rewards Credit. Pre-orders, in-game consumables, and subscriptions are not eligible for MyVIP.

The pre-order offer you refer to is the Games on Demand offer. However, that offer requires the pre-order purchase of three eligible titles during the offer period in order to complete the offer and receive the Credits. Since you only had 1 out of 3 purchases,
you did not complete that offer.

Looking over your purchases, the overwhelming majority of your recent purchases were game consumables and pre-orders. These MyVIP eligibility requirements was mentioned in the previous post that you reference above.
