Pppurchased a minecraft mod for Google play and it's stuck.

If you acquired Minecraft via the Google Play Store, you can download the game on every Android device that has the Google Play Store installed.

Just make sure to log in with the Google account used to make the purchase.

Awfully funny that you claim to play the game clean yet a google search brings up quite a few posts with you either hosting modded lobbies or requesting to join then.

Google is not your friend here.
