I've gotten 5,000 credits multiple times, but the points I'm talking about stay the same and that i need to convert them

As Smwutches says, since you are beneath 5000 pending Credits but above 1000, you will have to manually request a scheduled deposit by going to your MyRewards page and clicking the button that says something along the lines of "Begär insättning den 2016-11-24".

but that said you have to keep up with where your rewards are, I got a message from Microsoft via the message system telling me I had to use my reward points before 6 January 2015 they sent the message on the 28th February 2015.

Till 2015 you could have posted for clarifications in the xbox forums. Only from August 2015 there is the possibility to file for a case review from the xbox enforcement site, yet since your suspension marks over 12 months (the period within which you can
file for a case review) this is not possible anymore.

At this point there is nothing you can do since there is no possibility for license transfer from a suspended account.
