The most common reason the One won't start is a bad power brick and you've ruled that out.

That's not good then.

Your console appears to be getting power so that fact that it's not booting would normally mean a bad hard drive but it could be bad cpu, gpu or even the power supply not outputting enough power.

Unless someone else has some trick to try it looks like it'll need to get sent to Microsoft.

I have mine please plugged into a 4 socket board with Surge protection. Have X1, 360, TV and Apple TV in those sockets no issues. I would never run my devices without surge protection and this should not be a reason your having these problems. I know someone
who had exactly the same problem as you and one day it would not even turn on for a second. He took it back to EB GAMES for a straight up swap under warranty. I suggest you do the same.

He can't turn the console on so he can't do that. Unplugging from the wall forces a hard reboot. Microsoft says you can unplug it for 10 seconds, the recommended for modems, routers, etc is 30 so that's why I recommended 30.
