"Please Wait" Xbox Services Popup Opens and Closes Whenever I Try To Sign Into Anything

Whenever I try to sign into a Microsoft product, it always shows me a popup that has the Xbox logo and then closes
immediately after without doing anything. This problem keeps me from playing any games because it also won't "sync data" and forces me to play offline, then is stuck on some screen. I also cannot sign into the
Xbox app or Gamebar which limits me from communicating with my friends. This happened shortly after I changed my email for my Microsoft account and I could not find a solution ever since. Is there anything I can do to fix this?

Welcome to the community. How are you?

Press the Windows Button then type Services.

Right-click over the Services App from the list of results.

Then select Run as Administrator

Scroll to the bottom and find the following services:

IP Helper

Xbox Live Auth Manager,

Xbox Live Game Save,

Xbox Live Networking Service,

Gaming Services.

Do this with each of the services listed above.

Right-click over the service and select Properties.

Find the Startup type section and make sure it’s set to Automatic.

If the service isn’t started, click Start to start the services.

Click Apply and OK to save changes.

Open File Explorer.

Navigate to the following:

C:\Users\[your profile]\AppData\Local\Packages\Microsoft.XboxIdentityProvider_cw5n1h2txyewy\AC\TokenBroker

Delete the Accounts and Cache folders.

and try again, please.

I do not even use the Xbox Game or Console apps and this issue is there, I just want to stop the popup, hope someone could help

Whenever I try to contact a real person, the popup window hangs indefinitely whenever I try to chat with a person or request a call back.

Today is June 24, 2016. I have Windows 10. And I cannot play Solitaire, because whenever I try to open it, I see the blue screen coming and then either it closes on its own or nothing ever happens. When I try to update, it is just waiting for licenses, or
is among a huge list of pending updates that never seem to go away. Please help.
