Please try a different disc. We can't play this one. (0x91d70001)

I see a lot of people on the internet reporting the dreaded 0x91d700001 error, but when I search on xbox support, it says no articles found, and directs me to the forums. I'm not sure why there isn't already a FAQ written up, to at least contain the data
that others on the internet have found, and get rid of anything that doesn't actually make a difference for DVDs.

I'm trying to play a burned/homemade DVD (created with "DvdReMake").

The DVD will play on my computer and other DVD players fine. It is a DVD-R.

I've tried:

shutting down the xbox one s, unplugging for 30 seconds and restarting.

uninstalling the blue-ray app and re-installing.

clearing persistent storage (I think that is really only for blue-rays, but lots of people recommend it for DVDs...)

make sure I don't have any recording or capturing devices plugged in (I never have had one). I disabled all settings regarding recordings, streaming, capturing, etc. in the settings, since I don't use any of those feaatures.

I've tried reloading the disc.

I've tried unplugging and replugging the HDMI cable.

Someone mentioned holding onto the disc as it goes in, but I suspect that is only for the people who are getting strange noises.

I simply can't play the disc - no noises, no blank screens. Just the error message that the Xbox can't play the disc.

I don't think I've ever had trouble with non-homemade discs - I might have once - and ejecting and re-inserting fixed that.

my Netflix DVD won't play on my new Xbox one S. I keep getting this error message "Please try a different disc. We can't play this one. (0x91d70001)"

My Xbox HDMI cable is plugged directly into my TV. Nothing is plugged into the HDMI pass through on the Xbox. I am not using a video capture device of any kind. I don't even own one.

Other Netflix dvds had played fine previously. The Netflix DVD is "**** or High Water"

I've tried clearing persistent storage.

Pressing and holding the Xbox button on the console to force it to shut down then unplugging the power.

Uninstalling the Blu ray app then reinstalling.

DVDs and Blu rays I own work just fine. I think the fact that the DVD is from Netflix is causing the problem. This Netflix DVD works just fine in my other DVD player.

I've even tried in an older Xbox one day one edition and I get the same problem. Other store bought dvds and Blu rays work fine. Netflix dvds won't play.
