You can change your home Xbox up to five times in any one-year period. If you reach your limit for the year, we’ll show you the next available date you can change it.

Your previous home Xbox will still give your friends and family access to your stuff when you’re signed in to it.

Note Customer support can’t offer additional switches. If you’ve made five home Xbox switches for the year and you need assistance, select Help when you see the message Can’t make this your home Xbox.
You may be eligible to receive an exception.

It's to try to help people not exploit the option. As long as the setting is being used correctly (ie. only setting your own console as your Home), there really isn't a need to have to change it multiple times in a 1 year period. You can also still use
your content as long as you're signed into Live.

Thats not right at all I payed for my games and should be able to have unlimited times with my home xbox now I cant play my games because my account isnt home anymore and I spent well good money and now I got to wait a year? Sounds like xbox is becomeing
a joke.
