The above link will show the support number for your region, as long as you have this set up correctly on the website (bottom left).

They can advise and hopefully begin the process of recovering your account details. However, support can not reset passwords over the phone.

I have done all that is required in the previous post but I'm always stuck ...

As an addition to Xx529BlAcKbOyxX's answer, please try the following steps to add security proofs to your Xbox Account:

1. Go to the sign-in page.
   
2. Sign in by using your Microsoft account email address and password.
3. Select Security info.

Note You may be asked to have us send a security code to one of the existing contact methods listed in your security information. If you don’t yet have security information in your account, just click Add under Phone number or Alternate
email address to add the information.

1. To add a phone number or email address, select Add.
2. Enter a phone number or email address to which we can send a security code. We strongly recommend that you include at least two contact methods, for example two email addresses or two phone numbers, in case you lose access to one of the methods. For example,
   you may lose access to a contact method if you move or change email service providers.

If you dont remember the email or password then you would need to contact Xbox support and prove to them the account belongs to by verifying whatever info the ask of you to prove it is your account.
