I understand you're having in game issues with Forza Horizon 3 on Xbox One. Have you tried removing and recovering your gamertag to see if it helps sync your information back up?

Please go to commerce.microsoft.com and check if the transaction is there. If it's there then it is already completed and all you will need to do is go to your Xbox One console, go to My Apps & Games > Forza Horizon 3 > Manage Game (from the menu button)
> Ready to Install > Install all
