You can try to undo the latest updates and check if the issue persist.

Not every update can be uninstalled, minor updates may not show the "Uninstall" button.

Choose most recent Windows update to remove.

-Press the Windows key + i to open Settings.

-Choose Update and Security.

-Click the Update History link.

-Click the Uninstall Updates link.

-The Control Panel’s Installed Updates windows appears.

-Choose the update you want to undo.

-The updates are categorized by program and then by date.

-Click the Uninstall button that appears on the toolbar.

-Follow the Wizard

-If prompted to restart Windows, do so.

Please install all updates.. Make sure you have the Windows 10 May 2021 Update 21H1 installed..

After that try to record a short clip and see the results..

I recorded it on full screen and after the video when I watched it the screen is zoomed in on top left corner.
