Please help, I'll explain details in the paragraph.

I have a disc game of Forza Horizon 3 and no Xbox 1 because it broke. Now that I see that I still have this game and it wasn't in the Xbox when it broke, I would like to play it. But because I don't have an Xbox I can't play it. I would like to know if
there was a way to play it on my windows 10 laptop or maybe pc when I get one. I tried going to the Xbox play anywhere thing but you need to buy the game and there is no option for, "I already own this game," which really disappointed me. I would like to know
if there was any way I could play it besides buying a whole new Xbox.

Xbox Play Anywhere functionality only works for digital copies of games.

Unfortunately there is not another way to get the disc game to work on the PC. As the previous Ambassador stated, you would need a digital copy or new console.

Physical Discs only work with consoles themselves. The only way to play them is with having a working game console for those games. If you purchase digital games, some have the option of play anywhere, meaning you can play the digital copy on a Windows computer
as well. I don't foresee this ever changing to allow you to play physical discs except for on the console it was designed for.
