There are a number of reasons you may not be able to send messages online. You may need to check if you have violated the code of conduct and may be on a communications ban at

It could also just be a small technical issue or glitch and you could try to power cycle your console. Hold the power button for 10 seconds to turn it off > Then turn it on and sign back ? Check to see if it works.

If none of those work you can contact Xbox Support.

First make shure about reputation of your profile. Maybe you violated code of conduct and get banned.

If its not, then...

Try to restart console\app.

Sad to say it, but Xbox App does not always work correctly.
