(Please Help) Entire country blocked from making digital purchases? Unable to process payment ...

A big thank you to anyone willing to help me with this! I've tried many times to contact customer service via-chat, it doesn't work and I really don't want to get charged for international calling just to get clarification on what exactly is
going on, or how/when the issue can be fixed.





I've been buying games from the xbox store on different accounts for several years by now, and since last year I have used an
international Master Card without any problems, that was actually created specifically to work in the United States for digital purchases, even the xbox one billing section under "settings" says so.

The thing is, I actually live in Costa Rica, central america, and for years that has caused many problems with the online store service available at the website because we are not a registered location for Microsoft.. but at the very
least I've been able to buy digital games from the xbox itself using my card and setting the region as US.



Now with the most recent update to the Xbox One, the store won't let me process any payments.

The error message appearing says: "PUR-RiskRejected-CrossRegion jEj2aQuXIECRo+C6.50.7"

To me it seems like this is the same system limitation that has always prevented me from making purchases on xbox.com, so apparently with the update something changed on their security measures for credit checks and now the card won't work, even being
an international, because it doesn't "match" the region that I'm actually in... but of course, my country
does not exist as a region here.



I'm also seeing that there has been continuous warnings these days for
Content Purchase issues on the xbox live status page, but I have very good reasons to doubt that it's just that what's happening to me, plus some of my friends in other countries like mexico or colombia are completely able to purchase the exact content
that I'm trying to access to (their regions are "valid").



I have tried every possible fix that I could think of, even contacted ambassadors and the best they could do unfortunately was tell me to purchase the content I want with amazon gift cards.... the whole situation is getting a bit frustrating.

Here are some solutions you can try to resolve the problem

Solution 1: Check your billing address

Confirm that the billing address for your Xbox LIVE account is the same one used by your credit card company.

If the billing address is the same for your Xbox LIVE account and your credit card company, you can try this next solution

Solution 2: Contact your bank or financial institution

Here are the reasons why the Xbox LIVE purchase might have failed:

• Your credit card has not been activated
• You have insufficient funds in your credit card
• Your credit card does not accept online purchases or automatic billing
• The credit card company is blocking your credit card from being used

You should contact your bank or credit card company to confirm that the credit card is active, it has sufficient funds, and it is not being blocked for any reason.

If you have confirmed that all these are in order, try the following solution:

Solution 3: Try your purchase again later

Here are some of the reasons why the Xbox LIVE purchase might be blocked:

• Recent purchase attempts have been declined several times
• You are using the Xbox LIVE account or payment option from an incorrect location
• You may have a non-payment violation on your payment option, so it is being prevented from making new purchases

Whenever there are several purchase failures, it can prevent new transactions from being processed until after a certain period. You should wait and try again after 24-48 hours.

If the problem persists after you have waited 48 hours, try this next solution.

Solution 4: Remove your card and try again

If you receive error 80190864 while trying to purchase a new Xbox LIVE subscription, it means the payment option you are using has a billing decline violation against it, and you can no longer use it to sign up. If the credit card you are using has an unpaid balance for a previous subscription, you will be required to use a new credit card.

Solution 5: Use a prepaid Microsoft Points or Membership card if available

Another option is to buy a prepaid Microsoft Points card from a retail location and use it to make your Xbox LIVE purchases. Not all purchases allow for the use of Microsoft Points or prepaid options. Make sure that the purchase you want to make allows for the use of Microsoft points or prepaid cards.

 

Cannot pay XBOX GAME PASS subscription

Hello, I've bought XBOX Live Gold subscription by Credit card with success, but when I want to do same operation for XBOX GAME PASS with same method and card its throws "We were unable to process your payment." (in Russian, I'm in RU region).

What to do? Help please!
