Please fix mouse stuttering with small inputs

I do have the ability to control my computer with a small wireless input device (remote input server for smartphone, it has a keyboard, monitor, and mouse). HTC Radar 4g, works great.

Almost every 1v1 Ive played has been either like laggy to the point of frame rate stutter, or the small lag where inputs wont register. Private matches have been mostly stable, but any public stuff is unplayable for me.

I have the same problem since the new update, using Shaw cable in Canada. found that changing the input on the tv to another source and then back will fix it for 10-15 mins but then the stuttering returns...
