    That's happened to me too. You need to either buy a physical disk, or go on a website such as Amazon, buy a digital code, and redeem it.

    Cross-region accounts aren't supported and unfortunately pre-paid currency codes from one region won't work in another region.

    Probably a little bit of both. The games Microsoft have as Play Anywhere have to be available through both the Xbox store and the Windows store. Since it's not available to purchase on the Windows store it's not a Play Anywhere title.
