Play Anywhere games won't launch on PC

I recently got this new built PC for my birthday and it can run [Mod Removed - Profanity] near everything great, but like everyone else here when i try to start up Ark Survival Evolved from the windows store since its a play anywhere title
and i can use it on my pc to host my own server on xbox it crashes immediately just flashing the startup screen.

Ive done [Mod Removed -Profanity] near everything, moving it from my C to E drives and back, uninstall and reinstall, resetting the app(why is the game treated as an app anyway), resetting the windows store, all my sign ins are the same account
across my PC, the store and the xbox app, even got the windows support desk to help yesterday by ensuring the authorization for the game was on my account. (still havent received the followup email they were suppose to send) the game is 93GB i cant uninstall
and reinstall so frequently it takes like a third of the day to finish.

I tried what they suggest early in this post to reset the windows store app with the command console and all that did was make the game not crash instantly, now its just stuck on the start up screen for a longer period before crashing. The game started up
fine on my old laptop theres no reason it shouldnt work now.

I have had a similar problem. Many of my games crash when I start them with no error messages. Some games take longer than others. Into the Breach crashes almost instantly, while Gears 5 could take awhile half hour or more. Doing the following sometimes?
fixes this issue, and I have no problems, on any game until I restart my computer again, where I sometimes have the same problem again:

-Restarting my computer: sometimes it fixes the problem,. sometimes it makes it come back.

-Running the powershell command with administrator from this thread, which sometimes takes an hour to install even though it is only a few megabytes.

-Try running the application from the Xbox (beta) application, and trying again running it from the start menu, or Microsoft store.

-Reinstalling the game.

I am looking for a more permanent solution.

That may well be, but the twitter feed says:

"It looks like signing in should be resolved now but users are still seeing issues with purchasing, downloading, and accessing content".

Might have to do with the outage of the servers the past couple of days.

State of Decay and Forza were purchases of mine, on my own account. I'll trying Sea of Thieves through Game Pass. I've made sure that all Microsoft and Xbox services on the PC are logged in with my account (the one that purchased the games and is an Xbox
Live and Game Pass subscriber). Also tried logging out, restarting, and logging back in.
