Thank you for responding and I am so sorry to hear you are still having issues with the DLC. I have checked the screenshots you provided, and it shows that the DLC is downloaded but you may need to transfer the folder instead to the Persona 5 Tactica folder. Quit the game and reboot your device then it should automatically reflect in-game.

If the issue still persists, you may contact the game developer so they will be able to dive deeper into your game-related concerns and guide you towards a resolution. You can reach them on this link: Persona 5 Tactica (sega.com)
