NO. The perks are what create the better enchantment, not the level. The higher level enchanter just has access to the better perks.

The soul gems used are what determine the % of the enchantment that is placed on the item. Grand gems will let you achieve 100% of the enchantment. If you have perked up 5x on enchanting (for 100% bonus) you will enchant items (with Grand soul gem) at
200% their "disenchanted" amount.

Unfortunately, since the program has ended in your region, you can no longer spend Gems or use the MyVIP Vault. As stated in the transition FAQ:

Your 556 Gems will be converted to Microsoft Rewards Points when you are fully transitioned into Microsoft Rewards.

Grand Soul Gems are what you want not common soul gems. GRAND soul gems give you the most amount of enchantment. Common soul gems will give you less %. You must use
GRAND Soul Gems. They cost about $1,200 gold each.



And to gain a higher level you need to put perk points into the "enchantment" menu. Hit B button, press up go "into the heavens" and find "Enchantment". It will show 0/5. Put your perk points into that first option.
