PC: Unable to install games from Microsoft Store / Xbox app, error 0x80073cf9, long post

Long post ahead.

TLDR: I cannot download some games I own, or free games, from the Microsoft store or the Xbox app. I have troubleshooted this multiple times, installed the newest version of windows, and I opened cases with the Microsoft Store and Xbox dept, but nothing has resolved the issue.

My error code is 0x80073cf9 upon attempting to install.

I originally downloaded Sea of Thieves, through a game pass, shortly after getting my computer. I uninstalled it over a year ago for space. I no longer have any subscription or game pass; instead, I purchased the game.

This is an issue that I was made aware of a little less than a month ago, when I tried to reinstall Sea of Thieves, a game I own by activating a code through the Microsoft Store. The game does show up in my order history, so it is verified I own the game, however, whenever I try to install it, I receive an error code.

At that time, I attempted to install other apps & games through the Microsoft Store only, and only some of the other apps & games would download. Those games were:

- Candy Crush ( installed without issue )

- Roblox ( installed & ran without issue )

- Forza ( unable to install )

- Asphalt 9: Legends ( unable to install )

However, at this current time, I am unable to install the following games from ONLY the Xbox app:

- Roblox

- World of Tanks Blitz

Whereas, my Microsoft Store can download both of those games, as well as:

- Candy Crush

- Alto's Adventure

- ... Other free games ...

However, neither the Microsoft store nor the Xbox app can download:

- Forza Street

- Asphalt 9: Legends

- Sea of Thieves

I have never tried to install Forza or Asphalt prior to my troubleshooting.

My error code is often associated with a corrupted cache or poor internet. I have ruled out poor internet, as my internet is 250 Mb/s download speed and can download a number of apps quickly from the Store page, as well as Steam, so that leaves a corrupted cache.

Troubleshooting the cache, I have deleted the files in the appdata folder, done "msreset" a few times, and gone through my windows settings and reset the app's cache from there. I have also added a few folders that did not exist in places, as was recommended from a few troubleshooting websites, but that had no effect.

I have reinstalled Windows Store using powershell, with no effect, as well as received all Windows Updates. I ran the disk management and error detection programs, which did detect multiple "corrupt files" on my device and "fixed" them, but that did not fix my download issue.

I even installed the latest version of windows at the time. That still had no effect on this issue. I have more than enough space on both my hard-drives for the games listed, but I am, for some reason, unable to install them.

I have made cases with both the Microsoft Store team and Xbox app dept, and the Xbox app dept ran out of options, so they finally elevated my issue to the internal Microsoft team, but that means I will get no follow-up on the issue. This troubleshooting all occurred less than 1 month ago, and my issues are still on-going.

When I originally received my computer, I disabled multiple windows 10 programs due to their inherent tracking of information, as well as eating up resources and causing general issues with games, such as the game bar. However, I was still able to install Sea of Thieves at that time. It is possible I had to re-enable them at the time to install the game, then I disabled them after, but I do not recall which programs were involved.
