PC purchase not showing on Xbox Series S

The game is only available on the Xbox One/Xbox Series X|S, which is why you can not see it on the PC app, as only PC games are shown on the PC app store. If you do purchase the game, yes it will show up on your Xbox console for you to download.

Did you mean Play Anywhere games? where you can have it in PC and Xbox? This will not apply to all the games for example Forza 5 is a Play Anywhere title however not AC Valhalla or Halo The Master Chief.

Are you playing the Xbox One version or the Series X/S version of GTA Online?

Please make sure your version matches the shark card you purchased. Shark Cards for the Series X/S version will show "(Xbox Series X|S)" in the name in the order history.

Does the purchase show at http://account.microsoft.com? What type of Xbox are you using? A One or Series S/X?

Your only options are to purchase an Xbox Series X or S or if you can, get a powerful PC good enough for the game.
