    If you've got the hardware sure, if not then no. You'll need a high end processor and a high end graphics card.

    I've got an 8th Gen i7, 16GB RAM and an RTX graphics card. My graphics card alone cost as much as an Xbox One X!

    Obviously with a system like mine, games that the Xbox One S and even the One X that are locked at 30 fps, easily run at 60 fps and beyond on my set-up.

    Better ping?

    No, but better FPS makes online gaming all the better. Ping will be the same no matter what platform.

    some games can get improvements either in fps or resolution (4k, 1080 for example) but it depends on your computer because if you are superior in the minimum game requirements it will be superior to an xbox version, but if your pc barely covers the minimum
    it will have no differences or it may even be lower than the xbox version

    As already mentioned you normally don´t get a better ping while playing on a PC. Maybe it will be a bit better if your PC uses a wired network conection and your Xbox is conected by Wifi.

    For better FPS than the Xbox you need a really good PC with a powerful GPU and CPU in it. That would cost you more than the Xbox.

    Also it everyone has personal preferences. Some love to play on a Console others on a PC and there are people which do love both.
