Already tried a full reset on your Xbox One console?

To perform a full reset, press and hold the power button for 10 seconds while the system is on. The system will shut down. When you press the button again, it will launch and display the green home screen. All your data is preserved, but the cache is cleared
and some settings are reversed, and login or game startup issues are resolved. Alternatively, you can perform a complete shutdown by going to SETTINGS> START UP AND START and change the POWER MODE from Instant Start to Power Save. After changing the settings,
choose "Deactivate Xbox". It can be turned back on by pressing and holding the GUIDE button on the Xbox controller or the button on the front of the Xbox console. Once you're back online, you can go back to SETTINGS> START-UP AND START and re-enable Instant
Start. If manual resetting of the button / menu doesn't work, do it the old-fashioned way: turn off the Xbox One, unplug it, wait 10 seconds, plug everything back in and turn it back on.

So turning off Party & game notifications didn't stop the notifications, but going into system notifications and unchecking "Show banners" stopped the pop ups from appearing. Thanks again for the info.

Is the notification banner is actived on the notification setting ?

Try opening Xbox app instead, there you should receive a notification/banner asking you to install gaming services

Might be worth it to check on your notification settings. Recently I was having issues with notifications not popping the banner as well. I went into the settings and toggled the banner popup option off and on. Afterwards, I performed a system power cycle
and the notifications began to pop properly again afterwards. https://support.xbox.com/xbox-one/console/pop-up-notifications
