Partner Center - Page to pay fees broken, cannot pay with PayPal

Hello! I hope this is the correct place to ask questions about the Creators Program.

To open my Individual Developer account, I must pay the 20$ fees.
I'd like to pay with PayPal. Unfortunately, when I attempt to pay with
PayPal, the webpage throws an error before the payment can be done.

I went in the developer tools to try and find more information about the error, and I found this error message:

The exact steps I followed:

When I tried to pay, I was on the page that offered me to add a promo
code and to pay; I clicked on the link to pay, which let me select
between credit card or PayPal; I chose PayPal, which then gave me a
summary and a large button to proceed with PayPal. Upon clicking this
button, the screen when semi-white with a loading wheel animated icon,
then the loader disappeared and the form vanished. Nothing else
happened; no redirect, no other button popped up, nothing.

To save some time, here's what I already tried:

• Changing browsers (I tried with Edge, Chromuim, Firefox and Opera)
  
• Changing operating systems (I tried WIndows and Linux Ubuntu 20.04)
  
• Changing computers (Two desktops and a laptop, with very different ages and components)
  
• Disabling all add-ons and adblockers, and reseting browsers (in the case of Chromuim, it was a fresh install on both OSes)
  
• Reseting my router, and trying from another network

What
can I do? Do I have alternatives while waiting for this problem to be
fixed? Unfortunately, I cannot pay with a credit card, so I am stuck to
pay with PayPal.
