Order declined without refund

If the order was declined, then they didn't charge you so there wouldn't be anything for them to refund.

If the order was declined, then you wouldn't have been charged so there is nothing to refund.

If the order was declined then they weren't able to charge you. So there wouldn't be any money to refund.

You would need to try replying to the email you received declining the refund in order to contact the refund specialists or try resubmitting your request.
