Online to play FO4 Automatron?

I'm having a couple issues with the FO4 DLCs and am wondering if I
HAVE to be online and signed in to Xbox Live to play them.

I live out in the country and on limited internet (100GB/month and it's slooooooow) so most times I've played offline with no issues. However, since I've downloaded Automatron and Wasteland Workshop, if I try and play offline they don't appear in the Add-Ons
menu (even though they show as installed under Fallout 4, Manage Game) and I get a message saying some content is not available if I select Continue. So I go online, hard reset (only thing that works), give it a couple of minutes, check my connection status
and away we go no problem. Seems strange to me that it works this way. I've looked around but can't find anything that says I need to be online for the DLCs to work.

Anyone else having this problem? Any input would be appreciated.

The next Fallout game will be in Albuquerque, New Mexico

If they make FO4 in California it would be cool to see Clearlake somehow in it. Also just because FO1 and 2 where in California doesnt mean everyone played the first 2 and wouldnt mind having a change to see and play in California.

The area I would like FO4 to be in is Hawaii!! Think about it. A state that has nothing but water and VOLCANO'S!! JK LOL

 

Is your Xbox One console your home Xbox? You can check this by:

Scroll left from Home to open the guide.

Select Settings.

Select All Settings.

Select Personalisation.

Select My home Xbox.

Review the information, and then do one of the following:

Select Make this my home Xbox to designate the console as your home Xbox.

Select This is not my home Xbox to remove the designation.

NOTE: You can only have one home Xbox.

 

I went to load the game a couple of minutes ago it needed an update around 2gb maybe that's the problem.

 

I just went offline and they are still part of the game so no problem there.

 

Since I only have the one Xbox I never designated it as the "home" machine as it didn't seem to matter to me at the time. Apparently that's the trick, though, as I played around with it last night and the DLC appears to be working offline. I lost internet
all weekend and played a bit anyway, and now after connecting last night and starting the game I have the Mechanical Menace quest again. This'll be the third time through, but at least I'll get another set of Tesla and X-01 armours.
