I'm not sure if this is an issue that Microsoft has any control over. If it was an official Microsoft employee, then yes. But if this was organized between people in a private manner, then this would be up to each person to deal with, possibly contacting
the police if you believe there was fraudulent activity. If it happened on another website, you could contact that website's Support to report him. But I'm not sure that there is anything Microsoft could do. You might be best to contact the police if you believe
you were scammed out of money etc.

Due to the global outbreak there is a high demand in calls to Microsoft however you can contact them by searching on google 'Microsoft Customer Service Number'. If there is fraudulent behavior occurring then the best option is to gather as much evidence
as possible and refer this over to the police where they will direct you to an online crime.
