On Xbox cloud play, can I play dlcs I own

Yes, cloud gaming services like Xbox Cloud Gaming verify ownership of DLC. If you purchased DLC for a game on your console and that game is also available for cloud gaming, the cloud version should recognize your ownership and allow you to play the DLC.

at this time only DLC that is an account entitlement, one of the 10 MB downloads, if you actually have to download the DLC then you can't use it on the cloud at this time
