Unfortunately the adult preference on your account will not effect being able to add custom gamerpics. It goes by the date of birth you added when you made the account.

Yes hello no one can change there gamer pic or gamer tag because of covid-19

Microsoft have suspended gamer picture changing at the moment.

I've been trying for days to upload a custom image without success.

Due to high demand of the network due to covid 19...

Not sure if this applies to the default games pic..

since the Covid-19 started microsoft chanhe some features and disable temporarly the ability to change the gamer pic.
