Oblivion DLC purchased on 360, but not showing as owned on Xbox One

So, I tried all three solutions, and none of them worked. When I tried to find the purchase history, I couldn't (mostly because the purchase history itself seemed rather jumbled by date and some were doubled), however, they are still listed as owned within the 360 store. So we're back to square one and I still can't just re-purchase the items. Anything else I can try?

I highly recommend following the troubleshooting steps here:

After each step try to see if the issue is fixed!

First, please select System > Settings > account > remove accounts and then select your account and select Remove to confirm.

Then, hold down the power button for about 10 seconds, until the console shuts off, then unplug the power cord and wait for 2 to 3 minutes before plugging it back in and turn on the Xbox.

If the issue persists, please select System > Settings > devices and streaming > blue ray > persistent storage > clear three times > restart console.

If the issue persists, please try to check you games in the order games history in this following website : Microsoft account | Home

If you are still encountering the same issue, please select System > Settings > System > Console info > Select Reset console > Choose Reset and keep my games and apps.

Having the same issue. (Possible solution at the bottom) Years ago, before skyrim, I split dlc purchases for oblivion between 2 different accounts on my 360 with only 2 being on my main account. So now I decided to just buy it all again because I couldn't
use it on my xbox one as it was. I added everything to cart and paid. Mehrunes razor still said I didnt own it so I had to pay for it again (3rd time) to make it work. Wizards tower showed installed in the xbox one, manage game menu but not the in game menu
in oblivion. So I deleted it and was going to go re install, only to see that it's not in my available "ready to install" section. Even though it's one of the 2 I already owned on that account. It shows up as purchased on the in game dlc list but tells me
to go to the xbox one "ready to install" in order to download it. So how I got it on my xbox one was, on my 360 I uploaded the saved dlc to cloud saves. Then redownload that to my xbox one. Im going to try doing it again and see if it registers in game. Yes
I still have my 360, because not all the games I own are available on xbox one's backwards compatible list. Like any of the Armored Core games lol.

Go into the store and click on the dlc it should show purchase it through the 360 menu click ok. Basically the 360 account registers you own it but if you download through Xbox one it doesn't know it's already downloaded which is why it don't show up on
the menus. I did this with one dlc then the rest showed up on they're own it should do the same for you.

We have tried this as well. I spoke with customer support and still no resolution has been found.

Odd that my account history will only go to 2009, so it does not show there. I also own DLC for Elder Scrolls Oblivion, which is from before 2009, but that game allows me to download all the DLC.

Once again, on the site page of xbox.com for Rumble Roses, it shows all DLC has been purchased. It does not show in the manage game and addons tab on my xbox one x though at all.
