No they are not, stop telling people that

Microsoft sold Ubisoft cloud rights only to Activision games, in the UK only, to satisfy the local regulator. Capcom does not dictate anything either, even though they distribute the game in Japan.

So they will take what is given to them and make it available in thr UK, in cloud services

What dictates such things is the will and ability to re-acquire the spider-Man license at a orice that makes sense. None of this happens in the public eye, so we have no way to speculate about it.
