Thanks for coming to the Xbox forums. As of the latest update the file explorer app has been removed and is no longer functional. This is due to not a lot of people using the app so they discontinued it to make room for apps people use.

We understand that some users used the File Explorer app, but overall the Xbox Insider team saw it as an app to be removed as it was not used by a majority of gamers and I'm sure they needed to make some room with the operating system to introduce some other
cool apps in the future. The Xbox Insider team recommended some alternatives like if you used it for customer images for wallpapers or gamer pics, you can use a USB storage device or OneDrive to achieve the same thing as stated in this support article: Change

Some other alternatives also include these apps found in the Microsoft Store for Xbox One:

Player
DropBox

UFO Transfer
