Have you checked to be sure your recording settings are set to the time you want?

To do this:

1. Go to "Capture & sharing." (The version on your tab will take you to your settings. This can also be found in the "Preferences" section of your settings.)

2. Go down to "Record what happened" and you should be able to set a specific time there.

Not sure what the issue is but you should be able to share your capture by simply going to the DVR app, selecting the video you wish to share, click the share icon, and select from the "Share to" list.

I think the reason for the random clip records are the settings made in the "Capture & Share" there is an option called "allow game captures"

make sure that you have this on and not turned off I suggest you to put this to "captures by me" only else some games will record clips randomly this mostly happens if you get an achievement. You can find this in the Settings -> Preferences -> Capture &
Share options.

Also please make sure that you have the capture location set correctly on your Xbox in here at the same "Capture & Share" options.

If you want to make clips to the internal drive make sure that you have enough space on it. If you want to make clips on an external drive that you connected to your Xbox then you have to select it in the "capture location" settings.

I want to point out that if you are live streaming or streaming games from your Xbox to your PC it wont be able to record clips.

Then on the XBOX console either manually choose to "share" each clip or capture to OneDrive when you capture them, or in the XBOX settings menus set clips and captures to always automatically share to OneDrive.

Then you can simply go to your OneDrive storage on PC (through your browser, not through the XBOX app) where all your captures will be safe, and save each capture to you want to your hard drive. You can also transfer items from OneDrive to the XBOX using the OneDrive app or file explorer app on the XBOX, which is how you can import images to use as your gamerpics.

I personally use the 'Broadcast and Capture > Capture > Manage captures' method. If you open the file in Windows 10 via Photos and Videos, you can edit/trim the clip. Via X1, I think the Upload Studio method allows voice overs - you can definitely edit the
clip also. Feel free to take a look and post your results.
