What game is it? Did you purchase it digitally or on disc? If it's on disc, are you sure the disc is in the drive? If you bought it digitally, make sure you're signed in with the account that purchased it. If you need to verify if you purchased it on that account, check your transactions at http://account.microsoft.com

For the disc games you would have to repurchase them digitally if you want to play them on the One or get a One with a disc drive.

If you can't find the digital games make sure they are on the list of games that are backwards compatible.

I don't believe the whole game is on the disc, as that would be a huge file on a disc. I'm pretty sure the disc just triggers to download a digital version.

Did you purchase it digitally or with a disc?

If you purchased it with a disc you would have to make sure the disc is in the console to play the game this is how the system knows you own the game on disc.

If the Disc is in the system then for some reason your console is not reading your disc.

If you purchased it digitally:

Did you actually go on the account.microsoft.com website and look at your order history to make sure that it was not refunded for some reason?

These would be the two reasons that it would not show that your account has the license for the game.
