Not Receiving Invites or Notifications and Now can't log in

A couple weeks ago I noticed I stopped receiving notifications when friends would invite me to games or a party. Not only did the notification stop, but the actual invites would not be there when I manually went to check for notifications.

Today I tried removing my profile and adding it back, but now I'm getting error code: 0x87DD0019

just a quick update, I realized after some testing with a buddy that I only receive invitations if my computer that runs windows 10 is turned on. I've gone through the notifications menu in the Xbox app and everything. I cannot receive invitations so long
as my computer is turned off. How is this even an issue
