It looks like you are viewing our website in the US region. You will need to change the region to Canada via the green "Select Region" button at the bottom left of the Rewards website. The spending requirements for Canada are, from our FAQ:

• Level 1: REACH YOUR LIMIT (UNLOCKS LEVEL 3) —Earn 5,000 Rewards Credits for spending at least $79 plus tax on eligible Games on Demand titles like Dishonored 2, Just Cause 3, and Far Cry 4 Xbox Store, and movies and TV
  shows like Fight Club, John Wick, Breaking Bad, and Sons of Anarchy from Microsoft Movies & TV.

• STEP 1: SPEND $53 ON FEATURED TITLES (UNLOCKS BONUS) — Earn 4,000 Rewards Credits for spending at least $53 plus tax on featured Games on Demand titles in the Xbox Store, and featured movies and TV shows from Microsoft Films & TV.
  Featured content includes backwards-compatible games, and both new and 'retro' games, movies, and TV shows either from or set in the 1970s, 1980s, and 1990s. See Question 2 for eligible content.

This means that you have not yet completed these offers, as your spending is beneath the amount required. Furthermore, in the FAQ for Retro Rewards:

Backwards-Compatible Games: Xbox 360 titles purchased in the Xbox Store that are now available to play on Xbox One. You can see a full list of these games here.
Please note that new titles are added to this page all the time; if you purchase one and don’t appear to be getting progress for it, please let our forum team know by posting here.
Also, please note that if a backwards-compatible title is featured in a current Rewards offer, it will not be eligible for this Reward. Those titles include: Darksiders, Darksiders II, DEUS EX: HUMAN REVOLUTION, Fallout 3, Fallout: New Vegas, Far
Cry 3, Far Cry 3® Blood Dragon, Hitman: Absolution, Just Cause 2, Mirror’s Edge

This means that your purchase of Far Cry 3 and Just Cause 2 went towards only Rebel Rewards, and not both Retro and Rebel Rewards.

There are no offers to receive credits just for playing games. You can see all offers for earning credits on the Missions page of the Rewards site.
