Not being able to play multiplayer

Kindly sign in to https://account.xbox.com/settings and make sure that the setting on this screenshot that has an arrow is set to "allow" on your end as well.

Now if what you're seeing on this screenshot is the same as yours and you're on an Xbox console, it can be due to your subscription as well. In playing an online multiplayer game an Xbox Live Gold subscription is required such as playing Minecraft. To check if you have an active subscription you can follow the steps below:

Press the Xbox button on your controller to open the guide, and then select System > Settings > Account > Subscriptions.

I've only noticed this issue when doing a multiplayer network test after not being able to play multiplayer in ghosts. Multiplayer on Killer Instinct and Fifa seem to be working fine for me

Add in being able to play this with a friend in Co-op and have fun. Better than dealing with immature idiots via the Multiplayer...

I have tried all of these solutions and none of them fix the problem.

If you reverted to silver then you need to purchase a Gold membership again to play online, that is why it is giving you that message. In order to play online again, your account will need to upgrade to Gold.
