Not allowed to change xbox profile picture after a past temporary suspension.

A few months ago, I got temporarily suspended from xbox live. A few weeks later (been playing with xbox live), I decided to change my xbox profile picture. The problem was, every time I would go a try to change the picture it would decline my request.
I then went and looked at some online discussions to try and fond people in my own situation. I noticed that you could submit a case review to help solve the problem, but that was only for people who eligible. In my case, I was not. So I am
very confused on what to do to try and be able to change my xbox profile picture.

Gamer pictures and custom backgrounds have been disabled for the time being.

To help with the amount of gamers online at the same time due to the lock down because of the corona virus.

This may not be due to prior action on your account. Xbox Services are currently restricted to help ease the load on the system, and the ability to upload custom gamerpics is disabled.

if you are trying to change your profile picture to a Custom picture then that feature has been temporary disabled. See more information on the reasoning for the temporary disabling of the Custom picture upload feature here:

You have to be 18 or older to be able to change it. If the age on your account is not 18 yet, you won't be able access that feature.

Hello! This is temporary and you will get your custom profile picture back once this option is granted again. They disabled custom profile pictures because of the immense amount of traffic that is now on Xbox.
