    I found the solution and am just asking this to document it in case others encounter the same issue.

    I bought Halo The Master Chief Collection on Steam (PC). On start, it asks you to login to your Microsoft account. After doing so, it says something went wrong and to try on Xbox.com. After logging in on xbox.com and trying to check the account information,
    you're redirected to a page to confirm your age. Clicking confirm age opens the Siren24 iPin popup window, a Korean identity verification service. This window shows an error, and you can only close it. This scenario prevents you from logging in and playing
    Halo The Master Chief collection or from viewing or modifying your Xbox account.

    To solve this, start by logging out of the Xbox.com page (or opening in a private browsing mode).

    On the Xbox.com page, scroll to the bottom of the screen where, if you're reading this, it says "English (United States)" (or whatever region). Select "대한민국 - 한국어" (Republic of Korea - Korean). You'll be returned to the Xbox.com home page but in Korean.
    Click Sign In, and login to your account. Click My Account. You'll be brought to the page again that requires you to confirm your age, but again, in Korean. However, when you click it this time, the iPin popup will appear and request you to login and verify.

    For creating a Siren24 account / iPin, your best bet is to translate each part or have a Korean-speaker help you. The account requires setup on a mobile app, and the mobile app prevents screenshots. So I can't share screenshots with you here, sorry.

    After you've verified your identity by logging into Siren24 iPin, everything will work - you can view your Xbox.com profile info and play Halo The Master Chief Collection.

    IF you are living off base you have a Korean IP and not a US one.

    Unfortunately this is the law in Korea.

    I suggest you go to base command, as this is a problem for a lot of people I bet, and ask them to come up with a solution. Anything done would have to be negotiated with the government first and foremost.

    That is age confirmation button that kept on taking me to korean age verification page. Apparently korean government puts game restriction on age and the time (eg. Under 18, no game beyond 10pm etc ). I think that is why it is taking me to that page, that page is quite common in korea, but why does this happen to me living in new zealand?
