No VIP points for purchase of Titanfall 2 in October (not pre-order)

I bought Titanfall 2 at the end of October right after it came out, but it was already out so it wasn't a pre-order.

I know xbox rewards is absurdly slow at depositing those points, but come on, it's been almost a month and a half.

Xbox Rewards has already become terrible compared to what it used to be, but now I don't even get points on legitimate purchase?

I pre-order titanfall 2 from the microsoft store and have not recieved my 15,000 reward credits

I pre-ordered Titanfall 2 on October 27th, and received my copy November 1, I have yet to receive my points its been well over 2 weeks and I have not got my pre-order skin as well. this is my third purchase and with the Microsoft store and i have received
my points on the other 2 orders.

Hi Gavin. We've looked into your account and you current have two punches, one for Dead Rising 4, and one for Dishonored 2. The Games on Demand Pre-Order punchcard began October 1, so your Titanfall 2 purchase did not qualify since it was purchased in September.
Make one more qualifying purchase and you'll complete the offer.

If Pre-orders are excluded, then at what point do those purchases count? If they don't then that would mean that it's actually detrimental to pre-order any game period as far as Xbox rewards is concerned (aside from the slight VIP rank boost).
