Pre-orders, in-game consumables, and subscription purchases are not eligible for MyVip. Looking at both of your posts, it seems that a bulk of your purchases are "Gold Packs" which are "in-game consumables" and therefore not eligible for MyVip progres

A staff member will review your account to verify there are no other issues. They work Monday - Friday from 9am to 5pm PST and typically take 1-2 business days to reply.

I've been a member of the Xbox rewards program for many years but stopped receiving any rewards about two years ago, I've purchased games and have an gold subscription, I'd be grateful if you could look into this for me as requested by live chat to post
my problem in here.

As stated in your previous post (Missing rewards points), you must spend at least $300 on eligible content and have
at least one VIP star in order to earn payback on your eligible, non-offer purchases.

Furthermore, this VIP rank is re-calibrated every year. From our FAQ:

—Will my Star Rank change from year to year?

In September 2015, a year after we first launched MyVIP, we re-evaluated the program and made adjustments where necessary. In order to respond to our growing membership numbers and expanded regions, we adjusted the levels of MyVIP to better focus on offering
additional monthly missions and other ways to earn for more members around the globe.

Based on community feedback from our members, there was some confusion about when and how MyVIP would be recalibrated on a yearly basis. In order to simplify and streamline the process, and to let you know exactly how much time you have to build your rank,
moving forward we will recalibrate your Star Rank progress based on the calendar year. That means you currently have until December 31, 2016 to boost your starting 2017 MyVIP Star Rank, which will be based on your overall spend between September 1, 2015 to
December 31, 2016. You can see your current projected Star Rank for 2017 on MyRewards.

In the future, we will consistently recalibrate your MyVIP Star Rank based on your calendar year spend from January 1 to December 31. We are also focused on adding even more ways to Reward our most loyal VIP members with additional special offers and VIP
Exclusives events. Check out MyMissions for all of the most current ways to earn!

Since you have never had at least one star, you have never earned any VIP payback. Keep in mind that as stated previously, pre-orders, game consumables, and subscriptions are not eligible for MyVIP progress. Furthermore, also as stated previously, we no
longer award Credits for Xbox Live Gold renewals as of July 2014.

Again, we do not see any console purchases from MicrosoftStore.com for your account. Since you did not purchase any consoles from MicrosoftStore.com, you were not eligible for the console upgrade offer.
